On the list of goods that require conformity certification on Technical Barriers to Trade (TBT) prior to import and export
- According to the decree on the organization and activities of the Ministry of Industry and Commerce No. 275/PM, dated 01 September 2023.
- According to the decree on the import and export of goods No. 114/GOL, dated 06 April 2011.
- According to the proposal of the Department of Foreign Trade No. 1606/DFT, dated 25 April 2024.
Minister of Industry and Commerce issues a decision:
Article 1 Objective
This objective is to set out the list of goods that require conformation certification on the Technical Barriers to Trade – TBT prior to import and export
Article 2 list of goods that require conformation certification on the Technical Barriers to Trade – TBT prior to import and export
list of goods that require conformation certification on the Technical Barriers to Trade – TBT prior import and export is goods that require certification, inspection or conformity checking in accordance with mandatory measures and technical regulations.
Article 3 Scope of use
This decision applies to individuals, legal entities, domestic and international organizations that run import and export business in Lao PDR.

Note: for the products specified in the table of this decision, which have not been defined or have been defined but are not clear or incomplete, the related sector will cooperate with the customs authorities to arrange the product code number of the actual product correctly and in accordance with the detailed content of the product as defined in the Tariff Schedule for unity.
Article 5 list of goods that require conformity certification on the technical trade barriers to trade (TBT) prior to export
list of goods that require conformity certification on the technical trade barriers to trade (TBT) prior to export is to follow regulations set out by destination country and commitments which Lao PD is obligated to.
Article 6 amendment on the list of goods that require conformity certification on TBT prior to import and export
Amendment on the list of goods that require conformity certification on TBT prior to import is to add or reduce the list as specified in article 4 of this decision.
Each amendment on such list must seek approval from minister, ministry of industry and commerce based on study and proposal of relevant agencies.
After such amendment completes, ministry of industry and commerce must notify relevant agencies for acknowledge and implementation.
Article 7 submitting request for conformity certification on TBT prior to import and export
Importers or exporters must submit the request to relevant agencies every time prior to import and export following the list of goods as specified in this decision attaching complete and accurate required documents in accordance with regulations of relevant agencies.
Article 8 Implementation
Department of Foreign Trade, Ministry of Industry and Commerce is designated to
Lead the collaboration with other relevant agencies to disseminate, provide guidance and implement this decision for its best effectiveness.
Article 9 Effectiveness
this decision takes effect from the date of signature and after publishing in Lao Official Gazette.
