Decision
On the determination of list of wooden products, rattans and bamboo for export
- According to the Forestry Law (Revised version) No. 64/NA, dated June 13, 2019;
- According to the Processing Industry Law (Revised version) No. 48/NA, dated December 27, 2013; 
- According to the directive of the Prime Minister regarding the organization and activities of the Ministry of Agriculture and Forestry No. 603/PM, dated October 15, 2021;
- According to the minutes of the division of management between Ministry of Agriculture and Forestry between the Ministry of Industry and Commerce, dated December 11, 2021;
- According to the proposal of the Forestry Department No. 4463/DOF, dated September 12, 2023;
- According to the research and the proposal of the Ministry's Office No. 3845/MAF, dated October 26, 2023.
 
The Minister of Agriculture and Forestry issues a decision:
Article 1: the determination of list of wooden products, rattan and bamboo for export 
The determination of wooden products, rattan, and bamboo for export consists of the following:
1. A list of natural wood products for export "Wood in Categories I, II, and III";
2. A list of semi-processed natural wood products for export;
3. A list of planted wood products for export;
4. A list of bamboo and rattan products for export.
Article 2: List of Natural Wood Products for Export "Wood in Categories I, II, and III"
The list of natural wood products for export (Wood in Categories I, II, and III) refers to wood products that have undergone processing or secondary processing such as: drying, cutting, carving, drilling, grooving, linking, exfoliating, polishing, nailing, sawing, planning, and can be assembled or disassembled or combined immediately (Knock-down).
List of Processed Wood Products for Export “Wood in Categories I, II, and III” includes: Solid wood, wood for construction, wood components for furniture, wood flooring, wood components for vehicle construction, wood for connecting joints, wooden packaging materials, wooden tools and accessories, furniture made of wood, laminated wood products, engineered wood products, various wood processing tools. these are the detailed items included in the list.

List of Natural Wood Products for Export "Wood in Categories I, II, and III," which are defined in article 2. There is an accompanying images in the appendix 01.
Article 3 lists the natural wood products in semi-finished form for export.
Natural wood products in semi-finished form that are listed in Categories II and III must undergo secondary processing or refinement from Category I, which has passed the processing stage of drying or cutting, shaping, sanding, and joining that cannot be easily separated and combined at the time of export as a single set or unit.
The export of natural wood products in semi-finished form, as listed in Categories II and III, must comply with the relevant laws and regulations concerning the provisions on the government decision at each stage. For natural wood products in semi-finished form listed in Category I, export is not permitted.
Article 4 lists the products of planted wood for export.
Planted wood that has been registered as a plantation forest or plantation timber certificate according to the instructions on registration of plantation forests and certification of plantation timber No. 2492/MAF, dated December 23, 2020 can be exported in any form processed or unprocessed.
For planted wooden specified in list I according to the decision on determining the list of wood I, II, and III No. 0448/MAF, dated April 06, 2021, such as Siamese rosewood, pterocarpus macrocarpus kurz, (mai kham phee), cultrate rosewood, sindora siamensis and teak to be processed according to the form and characteristics specified in the list of natural wood products for export as specified in Appendix 02 so that export is allowed.
Article 5 lists the products of rattan and bamboo for export.
Rattan products in finished form that are permitted for export include those made with rattan, handicraft products made with rattan, and other finished rattan products (according to code 94.03 and sub-code 9403.81.00), and exporting unprocessed rattan that has not undergone processing as finished products is not permitted.
Finished bamboo products that are permitted for export consist of furniture and products made with bamboo, handicraft products made with bamboo, and other finished bamboo products (according to code 94.03 and sub-code 9403.81.00), and exporting unprocessed bamboo that has not undergone processing as finished products is not permitted.
The list of rattan and bamboo products in finished form for export is specified in the appendix 03.
Article 6 Implementation 
The management is assigned to the provincial Forestry Department, Agriculture and Forestry offices in district collaborate with relevant agencies to disseminate, instruct and implement the decision strictly.
Article 7 effectiveness 
This decision is effective from the date of signing and has been uploaded in the Lao official Gazette.
This decision replaces the decision on the acceptance of the list of wood products for export, numbered 0851/MOIC.DIH, dated September 14, 2021.
