Decision
On the Registration of Trains, Locomotives, Wagons, and Trailers
- Pursuant to the Railways Law No. 661/MPWT, dated 11 January 2023;
- Pursuant to the Decree on Organization and Function of the Ministry of Public Works and Transport No. 677/PM, dated 21 November 2021;
- Pursuant to the Proposal Letter of the Department of Railways No. 28896/DRW, dated 22 November 2022.
Minister Ministry of Public Work and Transport Issues the Decision:
Chapter 1
General Provisions
Article 1: Purpose
This Decision determines principles, regulations, procedures, and measures regarding the registration of trains, locomotives, wagons, and trailers in the Lao PDR. Aim to manage, monitor, and inspect the importation and use of these vehicles, ensuring orderly, quick, convenient, efficient, safe, and effective operations and contribute to the nation's socio-economic development.
Article 2: Registration of Trains, Locomotives, Wagons, and Trailers
The registration of trains, locomotives, wagons, and trailers is the recording information trains, locomotives, wagons, and trailers into a database to certify rights ownership of legal entities and organizations for monitoring and inspection.
Article 3: Definitions
1. Train means a vehicle composed of interconnected wagons and driven by a locomotive, runs on rails to transport passengers and goods from the origins to destinations.
2. Locomotive means an engine designed to pull rolling wheels, identified by its manufacturer, power, brand, and model, driven by electric multiple unit-EMU, diesel multiple unit-DMU or steam.
3. Wagon means a vehicle uses to transport or goods transport through railways, utilizes by type and purpose of transports.
Article 4: Scope of Use
This Decision applies to legal entities and both domestic and international organizations that involved in activities related to the registration of trains, locomotives, wagons, and trailers in the Lao PDR.
Chapter 2
Registration of Trains, Locomotives, Wagons, and Trailers
Article 5: Nationality and Registrations
Trains, locomotives, wagons, and trailers that utilized in the Lao PDR must be registered and appropriately marked with a nationality logo and registration number in compliance with the laws and regulations of the Lao PDR.
Article 6: Conditions for Registrations
The registration of Trains, Locomotives, Wagons, and Trailers need to conduct as following conditions:
1. The registration applicant must be the owner or authorized user of the train, including:
- Lao citizens;
- Foreigners who have permanent residence or conducting business in the Lao PDR;
- Enterprises, companies, or associations legally established under laws of the Lao PDR;
2. Trains, Locomotives, Wagons, and Trailers that meet technical standards and have a usage period as per the manufacturer's standards.
3. Trains, Locomotives, Wagons, and Trailers that have registered in the Lao PDR cannot be registered in another country, and vice-versa.
Article 7: Documents Required for Registrations
Individuals or organization applying for registration must submit the following documents:
1. Application Form for Registration;
2. Copy of Household Registration, ID card, or Passport;
3. Certificate of Business Registration or Establishment;
4. Buying and Sales Decision;
5. Import license from the Ministry of Industry and Commerce;
6. Technical import permit from the Ministry of Public Works and Transport;
7. Tax declaration, Tax payment certificate, except exemption from the Government;
8. Certificates of safety standards and environment.
Chapter 3
Import of Trains, Locomotives, Wagons, and Trailers
Article 8: Import
Import of Trains, Locomotives, Wagons, and Trailers is categorized in two types as follows:
1. Permanent Import;
2. Temporary Import
The import of Trains, Locomotives, Wagons, and Trailers requires technical approval of the Department of Railways, Ministry of Public Works and Transport and an Import License of the Department of Foreign Trade, Ministry of Industry and Commerce, except for temporary import, which do not change its registration number plate.
Article 9: Permanent Import
Permanent import of Trains, Locomotives, Wagons, and Trailers refers to the importing for registration and permanent operate in the Lao PDR.
A certificate of quality, safety, and environment from the manufacturer is required for the permanent import of the new Trains, Locomotives, Wagons, and Trailers, while a technical inspection certificate from the country of origin that issued within 12 months from the start inspection is required for permanent import of the used Trains, Locomotives, Wagons, and Trailers. All must Trains, Locomotives, Wagons, and Trailers and must comply with specific regulations.
Article 10: Temporary Import
Temporary import of Trains, Locomotives, Wagons, and Trailers means the importing for tourism, visiting, exhibitions, piloting, testing, rescue, and transportation of passengers and goods. Trains, Locomotives, Wagons, and Trailers that temporary import must ensure the technical standards of safety and environment bases on the regarded international agreements that Laos involved.
Import of Trains, Locomotives, Wagons, and Trailers for the state-owned construction projects or special economic zones, must have the approval import plans from the relevant sectors.
Once the purpose of the temporary import is fulfilled or completed, the Trains, Locomotives, Wagons, and Trailers must be exported or returned. Failure shall be resulted in penalties as per the tax law and other related regulations of the Lao PDR.
Chapter 4:
Registration Types of Trains, Locomotives, Cars, and Trailers
Article 11: Types of Registration
The registration of railways, locomotives, cars, and railway trailers is considered into two types as follows:
1. Permanent Registration
2. Temporary Registration
Article 12: Permanent Registration
Individuals, legal entities or organizations intending to permanently register trains, locomotives, wagons, and trailers must submit a completed application and relevant documents to the Department of Railways, Ministry of Public Works and Transport. The registration certificate is in valid for five years and is renewable.
Article 13: Temporary Registration
Legal entities or organizations intending to import trains, locomotives, wagons, and trailers for projects with a duration not exceeding two years, as approved by the government must apply for temporary registration with the Department of Railways, Ministry of Public Works and Transport. The temporary registration certificate is in valid for two years and is renewable.
Article 14: Re-registration
Re-registration of trains, locomotives, wagons, and trailers is required as the following cases:
1. Transfer of ownership;
2. Changing purpose of usage or modification of the technical and structure specifications of the trains, locomotives, wagons, and trailer;
3. International assistance received.
Article 15: Deregistration
Registration certificate of trains, locomotives, wagons, and trailers shall be deregistered by the Department of Railways as the following cases:
1. Decommissioning due to unserviceability;
2. Expiry of the registration certificate for over six months;
3. Deregistration of export license;
4. Submission of deregistration;
5. Violation of laws and regulations.
In case, re-registration is required, a request application must be submitted to the Department of Railways for consideration, along with verification of documents, payment of fines, and other applicable fees.
Article 16: Technical Inspection before Registration
Technical inspection of trains, locomotives, wagons, and trailers before registration means an initial technical inspection to verify its structures and conditions to ensure in compliance with technical standards. The inspection covers as follows:
1. Locomotives, wagons;
2. Coupling systems;
3. Structures, dimensions, and weight;
4. Driving and traction systems;
5. Braking systems and number of wheels.
6. Control systems;
7. Communication systems;
8. Electrical and ventilation systems;
9. Water and sanitation systems;
10. Safety systems.
Chapter 5
Registration Certificate of Trains, Locomotives, Wagons, and Trailers
Article 17: Registration Certificate of Trains and Wagons
The registration certificate of trains consists of Letters and Numbers in Lao and English languages. Lao language uses the Phetsarath OT font while English language uses the Times New Roman, as follows:
1. Letters represent a shorten name of the company and the types of trains and wagons;
2. Numbers represent the classes of trains and registration numbers.

Article 18: Registration Certificate of Locomotives
The registration certificate of locomotives includes Letters and Numbers, as follows:
1. Letters represent shorten name of the company and type of locomotives;
2. Numbers represent Registration Certificate of Locomotives

- EL (Electric Locomotives);
- 01: Electric Multiple Unit (EMU);
- Diesel Multiple Unit (DMU);
- 001: Registration Numbers of Electric Locomotives
Article 19: Registration Certificate of Passenger Wagons
Registration certificate of the passenger wagons includes Letters and Numbers, as follows:
1. Letters represent shorten name of the company and type of wagons;
2. Numbers represent type of wagons.

- PW (Passenger Wagons);
- 01: First-class;
- 02: Business-class;

Article 20: Registration of Goods Wagons
Registration certificate of the goods wagons includes Letters and Numbers, as follows:
1. Letters represent shorten name of company and wagons.
2. Numbers represent type of wagons

- GW (Goods Wagons)
- 01: Wagons of general goods;
- 02: Wagons of perishable goods;
- 03: Wagons of plants and foods;

- 07: Wagons of minerals;
- 08: Wagons emergency goods;
- 09: Wagons of corpses;

Article 21: Registration Certificate of Trailers
Registration certificate of Trailer includes Letters and Numbers, as follows:
1. Letters represent shorten name of company and type of trailers;
2. Numbers represent registration certificate of trailer.

- LNRE (Lao National Railways Enterprise: Company name;
- 01: 2 axles, 4 wheels;
- 02: 3 axles, 6 wheels;
- 03: 4 axles, 8 wheels;
- 04: More than 4 axles, 8 wheels;
- 001: Registration Numbers of Trailers.
Article 22: Color Print Positioning for the Registration Numbers and Letters
The color print positioning for the registration Numbers and Letters of the trains, locomotives, wagons, and trailers shall conduct as follows:
1. For trains and wagons, the registration numbers and letters should be printed on both sides and suitably positioned as its specific characteristics or near the entrance and exit doors;
2. For locomotives, the registration numbers and letters should be printed on the its both sides and front;
3. For trailers, the registration numbers and letters should be printed on its both sides in appropriated positions;
4. The color of registration numbers and letters should be different from the based color of the trains, locomotives, wagons, and trailers
Once the registration certificate is approved, the owners or representatives must print the registration numbers and letters trains, locomotives, wagons, and trailers as per the regulations set by the Department of Railways.
Chapter 6
Fees and Service Charges
Article 23: Fees and Service Charges
Fees and service charges for registration of trains, locomotives, wagons, and trailers are as follows:
1. A technical authorized certificate before import;
2. Registration authorized certificate;
3. Operating authorized certificate;
4. Usage authorized certificate;
5. Technical inspection certificate as per its inspection schedules.
Article 24: Collection of Fees and Service Charges
The collection of registration fees and service charges trains, locomotives, wagons, and trailers shall be conducted as the Decree of the President of the Lao PDR specified in each period.
Section 7
Prohibitions
Article 25: General Prohibitions
Individuals, legal entities, and organizations are prohibited from engaging in the following activities:
1. Falsifying, concealing, changing, or substituting registration numbers and letters of the trains, locomotives, wagons, and trailers;
2. Reporting false information regards to the trains, locomotives, wagons, and trailers;
3. Modifying or upgrading technical of the trains, locomotives, wagons, and trailers without authorization;
4. Acting as intermediaries in offering or receiving bribes;
5. Obstructing, refusing to facilitate, or failing to cooperate in inspections of relevant authorities or state officials;
6. Operating unregistered and print unlawful registration numbers and letters of the trains, locomotives, wagons, and trailers;
7. Any other actions that violate laws and regulations.
Article 26: Prohibitions for Owners or Representatives
Owners or their representatives of the trains, locomotives, wagons, and trailers are prohibited from the following actions:
1. Falsifying, concealing, altering, or substituting registration letters and numbers for trains, engines, carriages, or wagons.
2. Modifying or upgrading technical of the trains, locomotives, wagons, and trailers without authorization;
3. Colluding, offering bribes to the authorities or state officials for registration of the trains, locomotives, wagons, and trailers;
4. Obstructing, refusing to facilitate, or failing to cooperate in inspections of relevant authorities or state officials;
5. Operating unregistered and print unlawful registration numbers and letters of the trains, locomotives, wagons, and trailers;
6. Reporting false information regards to the trains, locomotives, wagons, and trailers;
7. Any other actions that violate laws and regulations.
Article 27: Prohibitions for Authorities and Relevant State Officials
1. Violating the Constitution, laws, and regulations;
2. Neglecting, disregarding, failing to implement decisions or orders from higher supervisors;
3. Accepting bribes, abuse power or positions for taking personal benefits;
4. Overstepping their rights and power;
5. Acting inappropriately while duties’ performing;
6. Registering the trains, locomotives, wagons, and trailers incorrectly or against their categories.
7. Sharing, colluding, or falsifying documents and information related to registration of the trains, locomotives, wagons, and trailers;
8. Concealing or distorting information to the government regards to the registration the trains, locomotives, wagons, and trailers
9. Any other actions that violate laws and regulations.
Chapter 8
Registration Management and Inspection of Trains, Locomotives, Wagons, and Trailers
Article 28: Management and Inspection Authority of the Registration
The Department of Railways is responsible for coordinating with relevant sectors to actively manage, monitor, and inspect registrations of the trains, locomotives, wagons, and trailers in accordance with its rights and duties.
Article 29: Rights and Duties of the Department of Railways
The Railways Department has the following rights and duties as per its responsibilities:
1. To research legal matters related to the registration of the trains, locomotives, wagons, and trailers;
2. To managing registration of the trains, locomotives, wagons, and trailers;
3. To issue, revoke, or cancel the registration of the trains, locomotives, wagons, and trailers;
4. To determine technical standards and select the appropriate technologies for the registration of the trains, locomotives, wagons, and trailers;
5. To cooperate and work with countries, international, and regional regarding the registration of the trains, locomotives, wagons, and trailers;
6. To summarize and compile statistics on the registrations of the trains, locomotives, wagons, and trailers;
7. To set the printing format for registration of the trains, locomotives, wagons, and trailers;
8. To issue technical permit before the import, registration, operation, and period inspection of the trains, locomotives, wagons, and trailers;
9. To exercise other rights and duties as stipulated in the laws and regulations.
Article 30: Details of Inspection
The operation inspection of the trains, locomotives, wagons, and trailers includes the following contents:
1. Inspection of the implementation of laws and regulations concerning the registration of the trains, locomotives, wagons, and trailers;
2. Inspection of the registration service efficiency, technical standards, quality, safety, and the environment of the trains, locomotives, wagons, and trailers;
3. Inspection of the implementation of the rights, duties, policies, and measures for involved state officials.
Article 31: Forms of Inspection
The registration inspection trains, locomotives, wagons, and trailers consist of three forms as follows:
1. Regular inspection is a scheduled inspection with the fixed times;
2. Noticed inspection is an inspection that is carried out of the fixed plans and announced in advance when it is necessary and required.
3. Agent inspection is an inspection that is conducted quickly without advanced notification to the person or unit subject to be inspected.
When conducting inspections, all procedures should strictly follow the laws.
Chapter 9
Final Provisions
Article 32: Implementation
The Department of Railways is designated as the responsible agency to effectively and efficiently implement this Decision.
Individuals, both domestic and international organization, and other related sectors must accept and cooperate in achievably implementing this Decision.
Article 33: Effectiveness
This Decision takes effect on the day of signing and announced in the Lao Official Gazette for 15 days.
