The endorsement of regulations and development plans, amendment to regulations concerning permits, import-export certificate, and the movement of goods (as detailed in Annex 01) of the order 12/PM, dated 16 October 2019 on the facilitation of the import-export, temporary import, transit and movement of goods in Lao PDR
- According to the decree regarding the organization and movement of the Ministry of Industry and Commerce, No. 230/PM, dated 24 July 2017.
- According to the resolution on establishing the Committee for Trade Facilitation, Document No. 48/PM, dated 26 July 2018.
- According to the order concerning trade facilitation for import-export procedures, temporary imports, transit, and the movement of goods within the Lao People's Democratic Republic, Document No. 12/PM, dated 16 October 2019.
- According to response letters from the relevant agencies regarding the documents specified in Annex 01 of the order No. 12/PM.

1. Endorsement
Endorses the documents specified in Annex 01 of the order concerning the facilitation of import-export procedures, temporary imports, transit, and the movement of goods within Laos, Document No. 12/PM, dated 16 October 2019.
2. Implementation
All sectors shall report the progress of the creation and amendment of the regulations specified in Annex 01 to the Department of Import and Export, Ministry of Industry and Commerce, on behalf of the Secretariat of the Trade Facilitation Committee periodically as to summarize the report to the Central Trade Facilitation Committee for consideration and guidance. All sectors in Annex 01 and relevant agencies shall recognize and jointly implement this Agreement strictly and achieve good results.
3. Enforcement
This decision will take effect from the date of signing.

41 Movement Permit Issuance - Wildlife and Plants
The movement of wildlife and plants requires a movement permit from the Department of Agriculture and Forestry as follows:
- For moving Category I wildlife and plants between provinces, apply to the Department of Forestry, Ministry of Agriculture and Forestry.
- For moving other categories of wildlife and plants between provinces, apply to the Provincial/Capital City Department of Agriculture and Forestry.
- For movement within a province (district to district), apply to the District Office of Agriculture and Forestry.

(Paragraph 1) Enact Decree 155/PM into law and create a specific agreement to implement it to be more stringent, especially the procedures, time, forms and supporting documents, as well as specifying a list of natural resources that are medicinal that are prohibited from export, that require permission, and clearly dividing management between the government and relevant sectors. Creation and improvement of relevant legislation and inventory of medicinal natural resources is expected to be completed in 2022.
49 Import Permit Issuance - Medical Products

- Decree on the Export of Mineral Products No. 90/NM, dated June 9, 2008;
- Decision on the Procedure for Applying for Permits to Import and Export Minerals and Mineral Products No. 0352/MEM, dated March 13, 2012;
- Decision on the Purchase and Sale of Minerals and Mineral Products No. 0481/MEM, dated April 20, 2012;
- Notification on the Procedure for Submitting a Distribution Plan and Marketing of Mineral Products No. 0011/DMM3, dated January 4, 2019.
Determining the procedures, time, forms and supporting documents for issuing permits in detail; Improve the process of appointing committees representing relevant sectors to inspect, seal goods, sign joint memoranda, and certify actual exports to be streamlined and unified; clearly divide management between the central and local levels. Creation and revision of all legislation is expected to be completed in 2022.
51. Export Permit Issuance - Mineral Products
The export of mineral products requires an export permit from the Department of Mines Management, Ministry of Energy and Mines.
