Due to continuance outbreak of animal disease and food-borne diseases around the world and the animal, poultry and animal product’s trade worldwide they bring about negative impacts on the domestic industry and economy of the Philippines. The Republic of the Philippines’ government issued the Administrative Order No. 16 Series of 2006 issued by the Philippine Department of Agriculture on Pre-border Measures for the Export of Meat and Meat Products to the Philippines to protect its borders and territories from the entry, establishment and spread of animal diseases that may be introduced by the importation of disease-carrying, contaminated, and/or adulterated meat and/or meat products. That could endanger the public safety and health could negatively impact on the livestock, poultry and related industries.
The Administrative Order on Pre-border Measures for the Export of Meat and Meat Products to the Philippines applies to countries or Foreign Meat Control Authorities who intend to export meat and meat products. They shall be certified by the Hazard Analysis Critical Control Point (HACCP) or equivalent standard certified before importing into the Philippines.
